东北户口,个体工商户(今年2月注册的,我在手机通讯市场租的档口,免税,不需要执照,今年做百度推广,要求有执照才办理的。)夫妻二人一起开店,手里雇了两个人,他们的工资有时现金,有时支付宝或微信。淘宝上办的签证。提供材料如下:
1 三个人白本护照,照片
2户口本,身份证,房产证 结婚证
3个体工商户执照(今年2月新办)
4全家银行流水都走一个卡,就提供了一个卡
5夫妻二人每人30多万存款证明
6孩子在校证明
我自己有交养老保险,淘宝没提,我就没提供。淘宝也没帮提交行程,保险单。 回执我翻译下好像主要说我没有回国约束力,个体执照资金很少,还是新注册的。请教各位大侠,我需要准备什么材料才能二签成功。没想到个体户办什么都这么难啊。

Information and evidence considered
I am a delegated decision maker under section 65 of the Migration Act 1958. In reaching my
decision I have considered the following:
● relevant legislation contained in the Migration Act and the Migration Regulations 1994
● information contained in the Department's Procedures Advice Manual 3
● information contained in the visa application
Findings
On the basis of all of the information available to me, including the documents and
information the applicant provided, I find that the criteria for the grant of a Visitor (Tourist)
visa are not met by the applicant.
Reasons
I have assessed the application and the reasons for my decision are detailed below.
A valid application for a Visitor (Tourist) visa has been made by the applicant.
Under the migration law, a visa cannot be granted unless the applicant meets the relevant
legal requirements that are specified in the Act and the Regulations.
You did not satisfy Subclause 600.211 of the Migration Regulations 1994, which reads that:
The applicant genuinely intends to stay temporarily in Australia for the purpose for which the
visa is granted, having regard to:

(a) whether the applicant has complied substantially with the conditions to which the last
substantive visa, or any subsequent bridging visa, held by the applicant was subject; and
(b) whether the applicant intends to comply with the conditions to which the Subclass 600
visa would be subject; and
(c) any other relevant matter.
In assessing the criteria I have taken into account the information provided in your visa
application form, as well as supporting documents relating to your personal and financial
circumstances in China.
You stated in your application that you intend to visit Australia as a tourist. I find that you
have not demonstrated that you have sufficiently strong financial, family, employment or
other commitments in China that would be an incentive for you to return to China.
More specifically, your business is a recently registered small business with low capital, and
as such cannot be considered significant in the context of the likely costs of a temporary stay
in Australia, or be considered to demonstrate an incentive to return to China after a trip to
Australia.
In light of the above considerations, I am not satisfied that you genuinely in tend to stay
temporarily in Australia for the purpose you have stated, and therefore find that you do not
satisfy Subclause 600.211.
Decision
As clause 600.211 is not met by the applicant, I find the criteria for the grant of a Visitor
(Tourist) visa in the Tourist stream are not met by the applicant, and thus the applicant does
not meet the criteria for the grant of a Visitor (Tourist) visa. I therefore find the criteria for the
grant of a Visitor visa are not met by the applicant.
Therefore, I refuse the application by the applicant for a Visitor visa.
