从新加坡ICA的官网上查到：
Visitors holding these travel documents also require a visa to enter Singapore:
•Hong Kong Document of Identity
•Macao Special Administrative Region (MSAR) Travel Permit
•Palestinian Authority Passport
•Temporary Passport issued by United Arab Emirates
•##Refugee Travel Document issued by the Middle-East countries
(##These travel documents are subject to assessment of recognition for entry into
Singapore)

For information on obtaining a visa, please go to the Visa Application page.
Nationals of the Commonwealth of Independent States, Georgia, Turkmenistan and Ukraine may be granted entry into Singapore without visas # for a stopover stay, if they are on transit to or from a third country (both forward and return leg applies). However, they are required to fulfill the following conditions:
•They are in transit to or from a third country
•They hold -
◦A valid passport
◦A confirmed onward air-ticket
◦Entry facilities (including visa) to the third country
◦Sufficient funds for the period of stay in Singapore
•They continue their journey to the third country within the 96-hour visa free period granted
•They satisfy Singapore's entry requirements, as determined by the Immigration & Checkpoints Authority officers at the Singapore Checkpoints.

不过没看到具体的操作方法，中国护照是不是也适用这类签证，没底啊。

按这里来看，96小时过境免签是给这些国家的：Nationals of the Commonwealth of Independent States, Georgia, Turkmenistan and Ukraine

恩，想入境的话还是要老老实实办个签证。

但是论坛上有童鞋说看到网友8月份成功办理了96小时免签~~~哎~~这个政策变化~~感觉没个统一啊~~

我上周写email给新加坡驻上海领事馆问还有没有过境96小时的政策，得到回答是要在上海办签证的。所以还是决定老老实实办一个

之前询问了新加坡ICA，也说要事先办好签证的，看来VFTF能给下来也是随机的，老老实实提前1个月准备签证了。

还是去办一个踏实，还好新签不复杂也不贵……我是打去出入境问的，说酷航的机票中国这边出的时候，只能显示到新加坡的，后面一程到澳洲的显示不出，所以如果没有新签，中国这边会出不去……

"根据我亲身经历，我没有新加坡签证，只拿澳大利亚签证就可以顺利入境新加坡，过关的时候那个妹子连我澳大利亚电子签证纸都没看，就问我有没有新加坡签证，我说没有，就给我盖章了。但是她有看到我去悉尼的飞机票。很简单！" by vison001

我感觉这些个官方机构的回答并不太能作准~~~
确实还是存在不确定因素的~
